Nope. This kind of breakdown was inevitable for a smallish power pitcher like Pedro, and odds are he never does much in the league from this point on other than show up in spots of random teams.
There are multiple options in the minors that are better. Phil's numbers look good so far but i've been hearing things about his offspeed pitches so it might be better to leave him down there for now. IPK's been great so far but i'm antsy about calling him up to send him into Fenway even if Ortiz is doing his best Carlos Gomez impression. The guy's control in the majors has to be immaculate if he wants to be anything decent, there's no getting around that. Then there's Aceves who hasn't been so hot down in Scranton himself, but the Yankees aren't exactly going all in on his development either so it hurts less to gamble him.
Gun to my head, my order of preference would be:
Kennedy
Aceves (I could go either way)
Hughes
Sign Pedro (hahaha)
Actually give into Wang and let him start for God knows what reason

I'd rather stick it out for a while. Use IPK, Hughes, Or Aceves, while we hope Wang can figure his **** out long enough to rebuild some trade value where we can try to move him in a package for Halladay/Peavy/Bedard or someone like that. or until we can sign Ben Sheets- dude should be money from july to oct. since he usually breaks down in Aug or Sept every year. with him taking april/may/june off he should be good to go
