Pure Bulls*t plain and simple. The appeal will reduce to 5, whooptee freak'n dooo, all while Padilla gets a small fine after he initiated the whole thing.

Evidently hitting someone on purpose twice isn't nearly as egregious an infraction as throwing near someone once.
