There is no Johan Santana deal as it relates to the Blue Jays, and if there was, it would most likely center around Rios and McGowan, not Accardo. Battersbox tends to overrate Jays players. Accardo is good, but he's not that much in demand. The Jays simply don't have the type of prospects that New York, Boston, LA, etc, do in order to get into the Santana sweepstakes.
As for the team's window, it ends after 2008. Burnett and Glaus can both opt-out after 2008, and barring massive decline/injury, they probably will. That's essentially losing the best power hitter on the team (arguably the best hitter overall when healthy) and the 2nd best starter on the team. Sure the Jays will save $24 million if those two opt-out, but who will they spend it on? Getting a pitcher of AJ's calibre will cost at least $12-15 million per year, and finding an 121 OPS+ 3B won't be any easier. Ricciardi has already said he doesn't mind getting draft picks for Burnett (probably feels the same about Glaus), virtually conceding that he's not going to bother trying to re-sign either of them after the season.
The window with this core group of players is 2008. If they fail again, then Godfrey seriously has to make a move with the GM spot.

They're even looking at changing the name of Windows Restaurant, effectively closing the window. No joke.
Our GM has no track record of fleecing another team in a deal. So, maybe he'd trade for Tejada, but he'd give up a fair amount, which would leave us no further ahead. We need a good fleece or two.
