Pretty much got what he was projected to get.
Jays now have three remaining unsigned arb eligible players: Emilio Bonifacio, J.A. Happ and Josh Thole.

Certainly not a budget-killer by any means, fine with the deal. He'll do okay, and hopefully prove himself to be a good player this year and land as a Type A/B free agent.

Didn't they remove Type A and B and replace it with compensation only for $13 million qualifying offers and up

Yes (although it's some kind of average salary that was 13.3m this year, it'll be different next year).

Second, it's only his second year of arbitration, so Rasmus is still under Jays control for 2014 as well, so it's kind of a moot point.
