No salary dumping. No need to; if we ship the vets, we aren't going to have a tonne of money on the books. We need max return at this point if we're to rebound quickly.

The only player of long-term significance that I'd trade for little to no return is Reyes. Might have to eat half or more of his salary, but it entirely depends on how they plan to use the money they do save by trading him. They can't move him to 2B or 3B since there are legit players at those spots now (not that they'd consider moving him anyway), and his value at SS may diminish further if his defense continues to erode and his bat can't compensate for it anymore. He'd be useless on a rebuilding team or a team looking to retool on the fly. I think the Padres might be the Jays only chance to move Reyes, as they (Padres) don't seem to care about salary or positional value.

The Jays can trade Bautista and Edwin separately for maximum value. I doubt they get anything of value for Dickey/Buehrle, but Buehrle to a team like the Giants or Cubs in July for a C-level prospect is something I could see happening. Trading Saunders would be selling low, as he's not a long-term piece anymore (not with his latest injury) and his 2015 will likely be a wash out. Might as well hold on to him and hope he has a good 2016 before heading into free agency. Cecil could be tradeable if he starts getting more save opportunities and improves his numbers.

A quick retool is possible. It really depends on how good the new GM is at extracting value in trades and utilizing payroll.

Reyes 22 million per x 3 can be used in the off season for a lot of different things. How much value is having that money over Reyes? Is that a positive value?

We need young, high-end talent, and lots of it. We're never going to win with a veteran free agent-laden side, because they're insanely expensive, Rogers will never cough up the money for such. Focus has to be to get the best possible young 'uns back first, and then worry about throwing cash around second.
