I would have just went with 4 host cities... 3 groups of 8, and one group of 6. And they only play each other -- no travel.
To me it was a fairly simple solution.

But baseball built a plan early in the pandemic when people thought summer would cure things enough, and instead of the players and MLB then adjusting the plan as the pandemic progressed they thought it would be more beneficial to spend their time in a pissing contest over money.
