Where your comp picks fall is determined by whether you're a team that receives revenue-sharing. If you are, you get a pick after the first round. If you aren't (and we aren't), you get a pick after the second round. If you're in the lux tax, you get a pick after the fourth round.

The old system, as much as we perfected the art of exploiting it, was really silly and bore little relationship to reality. This one is simpler: if you are QO'd, you're probably a good player. If a team offers you a large-ish contract thereafter, you're definitely a good player. And compensation should be paid for good players, not rando relievers and Miguel Olivo.
