He's not trying to be a trendy hipster, or bad ass, it's much simpler than that. JR has a massive mole/birth mark on his neck and has been made fun of it his entire life. So he finally decided to cover it up with the tat(s). That's all.

so he'd rather have people make fun of the tattoo instead, something he spent money on? anything other than the caesarean lord of the rings logo would have sufficed

I read that the two rings symbolize his marriage.
He also has a big ass tat that runs the length of his back with his wedding date in roman numerals.

Now people will make fun of:
1) his mole
2) the weak tattoo
3) the excuse he made for the tattoo
