Who stays, who goes, who gets promoted?
What is the Jays biggest need when it comes to the Bullpen? Do you see any major changes happening?

IMO the set-up should be:
Closer: Janssen
Set-Up: Santos
LOOGY: Oliver (if he's back, if not: Loup)
Middle: Delabar
Middle: Rogers
Long/Mop-up: Lincoln / Perez (when he comes back healthy)

I'd go with this:
Closer Janssen
Setup Santos & Oliver
Middle Relief Delabar & Loup
Long Relief Cecil & Jenkins or Lincoln
That's 3 lefties in the bullpen, enough to go get a good lefty/righty match up every night. I think it's a good looking bullpen.

There were some articles just before the end of the season that said he's be ready to go by the start of spring training.

how many sv's did Janseen get this year again?what about Joel Cannero?

I believe Janssen went 22/25 as the closer. He did a really admirable job and I would pencil him in as the closer even though he isn't a "prototypical" closer (perhaps that is to his benefit).
Santos makes me nervous as a closer. He has that traditional closer stuff but his composure on the mound seems to go the way of his control. In the setup role, at least for now, I think he can be very successful. It takes pressure off of him and we would have a more consistent Janssen behind him, who could if necessary pitch a few extra outs.

Is this based on the five appearances you saw him? Santos has some serious swing and miss stuff. If Farrell was our manager I'd be inclined to say Janssen starts off as the closer since he was familiar with his awesomeness last year, but think with a new manager coming in, it'll be anyone's guess.

(6|R|Setup) Sergio Santos
(7|R|Closer) Casey Janssen
If any of these guys pitch anything close to their most recent seasons, that is a ridiculous bullpen. And yes Loup should be the LOOGY. Oliver is more of a left-handed setup man because he's great against righties too. Loup earned his spot with his spectacular performance at the end of last season and deserves another stint.
Throw away Brett Cecil. I don't want him on this roster. By the time Perez is back, just place him in as a replacement for anyone who is doing not-so-good (can't expect all of these guys to perform as well as they can).

The depth is starting to shape up pretty solid too, although I think a couple guys will have to escape waivers for this to happen:
MLB
Janssen-cl
Santos-su (this could be reversed, but I think going into camp it's Janssen's to lose)
Delabar-rmr
Oliver-lmr
Lincoln-rmr
Loup-lmr
??? (I'm not ready to declare this Rogers' spot and it's possible it goes to Happ still too)
AAA
Jeffress-cl
Wade-su
Carreno-rmr
Cecil-lmr
Dyson-rmr
Crawford-lmr
???
Jeffress and Wade are no slam dunks and if one or the other looks very good I'd expect them to be the 7th guy to start the year to protect from waivers. There's always something like that happening going into opening day.
That leaves Stroman, Drabek, Hutchison, and Perez out for now.
With Rogers, Jenkins, and Pino in the AAA rotation and at least one vet to be added, potentially two depending on what or where they expect Deck to go. Not saying Rogers is considered a starter, but my guess is if he's not in the Jays 'pen he'll be in BUF's rotation to get him innings, keep him stretched out just in case, and see if last year's improvements might hold up over longer innings (not that I'm holding my breath).
The real key to the 'pen is what it is for every team; a healthy and productive rotation that lets guys slot into roles and limits their workload.
