Met are they in on any of the Top 3 guys? Like they were 2 years ago when they signed Vladdy, or are they by design going for a bunch of guys, who may good but not elite like Guerrero

They are in on a lot of guys this year. Whether or not we are getting an "elite" guy depends on what you want to make of Eric Pardinho. Jesse Sanchez (MLB.com) and Eric Longenhagen (Fangraphs) have him ranked 5th and 6th, whereas Ben Badler (BA) has him ranked 14th. This is due to his short stature and low physical projectability which makes him a scouting conundrum.
Ben Badler has us linked to 5 of his Top 50 prospects:
#14 RHP Eric Pardinho, Brazil
#23 SS Miguel Hiraldo, D.R.
#32 RHP Alejandro Melean, Venezuela
#36 SS Leonardo Jimenez, Panama
#38 OF Alberto Rodriguez, D.R.

Badler also mentioned that we were set to blow past our pool this year before the new CBA put hard-caps on IFA spending.

SAO PAULO — A 16-year-old Brazilian right-hander with a 94 mph fastball agreed on Thursday to a minor league contract with the Toronto Blue Jays.
Eric Pardinho, No. 5 on MLB.com's list of 30 international amateur prospects, made the announcement alongside Blue Jays assistant general manager Andrew Tinnish.
The 5-foot, 8-inch Pardinho has been scouted by the Blue Jays he was 14 and will report to the team's complex in the Dominican Republic.
"We really like his arm action, delivery and his athleticism," Tinnish said during a news conference. "He is one of the most advanced I've seen at this age. This is a very mature 16-year-old."
Evandro Pardinho, Eric's father, said there were multiple offers, but the Blue Jays' had the best balance between infrastructure and money.
"Other Brazilians that played in the major leagues have helped me through this process, I hope to adapt quickly," Pardinho said.

The 2017-18 international market has only been open for a little over two months, but Baseball America’s Ben Badler already has a preview (available to BA subscribers) of 10 notable prospects who will be available in the 2018-19 int’l class, which opens next July 2. Dominican shortstop Orelvis Martinez projects to have the largest bonus of this group, as the 15-year-old is expected to receive over $3MM from a team, with the Blue Jays reportedly favorites.

He looks legit at the plate, for a 15 year old to be that strong with the bat is pretty crazy.
I can't help but feel US/Canada is setting themselves back with the youth baseball by using BBCOR bats.. All the Dominican and IFA guys use wood.

This would be under the 2017 bonus pool, rather than 2018; that doesn't begin until July 2nd of that year, whereas Otani will be posted this winter.
The Yankees have built up some extra bonus money, but they've also spent a fair amount. Ultimately doesn't matter though; Otani isn't going to be signed based upon the size of the offer. $1m or $2m here is a drop in the bucket...he'll sign somewhere (on a minor-league deal) and almost immediately negotiate close to a nine-figure deal, assuming that's the route his agent wants to go. He'll also make several mil a year in endorsements; Ichiro was around $6-7m per annum late in his time with the Mariners.

This reminds me of how Anthopoulos and Beeston turned the You Darvish chase into a PR fiasco by letting fans think the Jays were in on the pursuit, even failing to quell speculation we were a top 2 bidder, went, IIRC, it was ultimately revealed that Toronto wasn't even remotely close to Texas. Now, listening to the Rogers talking heads on the Fan, I get the same feeling. This is going to be a fiasco unless Shapiro and Atkins dampen expectations. Maybe Otani signs here, but more likely he goes to the National League where he can hit when he pitches as well as play the odd game in the outfield.
