More like he saw how serious the sanctions against the Braves were, and that he wouldn't be doing much international scouting since they can't sign anyone lol.

Atlanta would have given him a more prominent role and if their rebuild became a success in the future, he might have been a GM candidate some date. He will get no where in Toronto. He basically just blends in here and no one notices him.
He should have gone to Atlanta.
