Is this the first trade Shi Davidi has ever broken in his life? Did Atkins finally give him a scoop for being a good boy in hyping up the Stroman trade to the casuals?

HE's 24, will he have to be exposed in the rule 5 draft next year if we don't protect?

Among others, yes.
We currently have two open slots on the 40 man roster, one of which will have to accommodate Elvis Luciano when he returns (I'm assuming Devon Travis is done for the season and probably as a Jay).

Yes and doubt they will.
At 39, Phelps comes off, Richard, Hudson, Smoak, Axford, Bucholz all coming off will be at 32. Gavis, Sanchez, Giles and Biagini may not be on this team by December. Then have some guys that may not have a long term future with the club in Font, Law, Travis, and maybe a few others.
Notable names that will be first time eligible; Adams, Castillo, Moreno, Pearson, Noda, Neal, Kevin Smith, Samad Taylor, Warmoth, Winckowski and Young. Add Anthony Kay.

So basically a guy who the cubs knew they would have exposed in the rule 5 next year, aka available for free assuming you carry him for the full year on the roster.

Phelps has a team option for 2020.
Missed all of 2018 and managed to show enough in 17 innings pitched to get a look somewhere else.
The Cubs signed Kimbrel and he's really not doing well.

That's basically how we got Teoscar and Trent Thornton from the Astros. And it's how the Orioles got Dwight Smith from us. There are some gems to be found from teams with a 40-man crunch.

True except we are at our own 40 man crunch i think, and those guys were closer to big league ready, vs. double A pitcher that's not doing any better than he did the first time around.

Wouldn't at all be surprised if Hatch is in the majors as a reliever in relatively short order. Stuff should play fairly well there, and we'll want to know whether he is worth burning a 40-man spot to keep.

Atkins really does seem to prioritize mid-20s AAAA types. At some point we'll need to translate some of this "depth" into quality players if we want to start winning again.

The Happ trade aside (which remains as odd today as it was when completed), I'm guessing that it's largely a product of what teams are willing to make available for marginal trade assets. They get devalued as likely Rule 5 casualties, so it's one of the few means available to get someone with a decent chance of being a major leaguer.

I guess it completely depends on whether he truly has improved his BB rate or that’s just one big aberration. The walk rate for rest of his minor league career was pretty flat.
Still, a positive sign.

Hard to say definitely, but his GB% was also considerably higher in his limited time, which could owe to the cutter he apparently picked up shortly before the trade.

For this year's Rule 5, Draft eligibility for all but prep draftees and internationals from 2015 starts with the 2016 entry draft, and Pearson, Smith and Warmoth were drafted in 2017. With Bichette, Biggio, Zeuch and Kay on the 40 man roster now, and Winckowski, Taylor and Young on Dunedin, it's doubtful they will attract much attention. And the team still have lots of dross on the 40 man roster. to make room for Hatch and Tucker. Smoak (FA), Richard (FA), Maile (FA), Brock Stewart (FA), Buddy Boshers, Justin Shafer, etc etc. Even among prospects, Reid Foley is on thin ice as is Yennsy Diaz, Juliasn Merryweather, Patrick Murphy, etc. I doubt they plan to expose Hatch and Tucker to the draft, it would look rather stupid.
