Can anyone explain to me why this man isn't managing in 2007?

He decided not to, he had plenty of offers. The general assumption is that he is waiting for the Yankees job to open up, but the Yankees seem like they are grooming Mattingly to replace Torre. Who knows...

Um, he was all but pleading for the Cubs job. They just wanted Lou instead. I would've preferred Joe.

Exactly. So then he decided to just not manage when other offers came around and is now just waiting for Torre's contract to expire at the next of the year.

I agree, he wants to manage a high profile team. Waiting for playoff teams to fire their managers.
