Question for those who know the answer. If Carolina puts the Franchise on Peppers and he signs the tender for $17 mil, they can trade him afterwards. I know the rule is 2 1st round picks. Can that be waived by agreement? For instance, what if Carolina & NE agree to a deal such as Cassell and NE's 1st for Peppers. Just an example. Can the parties agree to alter the 2 1st round rule?
