Washington has history and are expected to win every year. Atlanta has only been expected to win recently since Arthur Blank bought the team, but the Vick situation has hurt, and now the team expects to put the past (Vick & previous ownership) behind them.
The NFL is probably more upset about Washington and how poor the teams have been recently compared to Atlanta's performance since it started back in 1965.
