It's my understanding that once a player signs his franchise tag he is unable to be traded. That would rule out Welker, who is not going anywhere anyways. He makes no sense for the Colts--why would they want a 31-year old receiver that doesn't run routes longer than 10 yards when they have rookie QB, two rookie TEs, rookie slot receiver already? Paying him doesn't benefit them at all, they're paying for his impending inevitable decline. Irsay is not a fool in that regard.
One Indy person I trust (technically a former Colts brasser now) thinks Irsay is trying to motivate his guys by dangling the threat of bringing someone in over top them. I posited that that sounds like a message to the RBs to me, and he agreed but also brought up corner. They just brought in Josh Gordy and it sounds like he's going to start (insert gulp here, Colts fans!). To me the move that makes the most sense is getting Cromartie from the Jets, even though he absolutely would not fit in the locker room.
