Did Houston make a big mistake by taking Clowney over Derek Carr, especially since they needed a quarter back at the time of the draft and Carr was the highest rated QB prospect by scouts?

For now you have to say yes but nobody knew how good Derek Carr will be.
Clowney was a "man among boys" in College and he´s one of the reasons why the Texans are still .50 without Watt, it wasn´t a mistake imo.
Overpaying Osweiler was a mistake though. Don´t get me wrong but Kaepernick would do way better in Houston...

At the time, it would have been hard to picture The Texans taking Carr over Clowney even though I knew Clowney was a bust before the draft. I personally thought the Texans did make a mistake taking him though.

I understand their (foolish) apprehension because of David, but this is another example of another franchise that can't get the QB position right and how they fail to do it.

If we ever see another super hyped Defensive Linemen in the draft with a very low sack total in college. That will now make me stay away from him because of Clowney's lack luster play in the pros.
And then on the flip side, if we ever see a super productive defensive linemen with a high sack total in college but with a slow 40 (and low weight), that is also another red flag to stay away because of Jarvis Jones
