Survivor pool advice

I'm on the verge of winning a survivor pool that has been going all season as I'm still perfect. It's down to myself and some other guy in week 17 and I'd appreciate any advice.
I've used Seattle, Carolina, Miami, Washington, New England, Tennessee, Cincy, NY Jets, Kansas City, Arizona, NY Giants, New Orleans, Green Bay, Detroit, Atlanta and Dallas
The most popular picks are Indy, Pittsburgh and Tampa if Newton sits.
Indy scares me. They've been inconsistent, have already lost to Jacksonville in London and Jacksonville looked quite good last week against the Titans. I wouldn't be surprised if the Jaguars put in another inspired performance this week too. However, Indy has said they're not resting anyone, they're at home and the Jags have all their running backs banged up. Safe pick?
The Steelers are playing the Browns in Pittsburgh. If they were playing their starters this would be a lock but they're likely benching Roethlisberger, Bell, Brown, and center Maurkice Pouncey. Although they're resting those key guys, it's expected that the defense and O-line will be playing in full. DeAngelo Williams is also expected to be playing a significant number of snaps and Landry Jones says he's motivated (For money since he's an RFA). Do the resting Steelers have what it takes to win against the Browns? Will the Browns tank for the #1 pick?
The Bucs in Tampa against the Panthers could be a decent pick if Newton rests due to his aggravated shoulder but it seems really risky if he does play.
What's the best pick? I'm not confident in any of these picks. Any advice?
