What are some of the dumbest rules the NFL has that you feel are completely wrong?

At the Atlanta Falcons meeting this past Monday I found out that players are fined 5 thousand for each ball they throw into the stands. The reason for such a high fine is due to other fans possibly attacking the fan that received the ball.

Baseball, arena football and other leagues don't seem to have any problem. I also have never seen a fan attack another fan when a player gives a ball out.

Fines for socks and/or cleats not being regulation color. I think Clinton Portis was docked a couple thousand for this very reason a couple seasons back.
