So we are good up front I wonder what free agents targets they will bring in we can sign two for about 5 mill apiece or one big free agent for 10 mill also billups might not be back so that will be another 2 mll
Who can be some of our targets I know we need shooters but this team also need to get better defense

Well firstly, we need to resign Monroe...

No "big name" FAs are going to sign with this mess of an orginization (assuming they don't fire Joe D.) That said, we'll end up overpaying for some "pieces". If we HAVE TO overpay for role players I think target #1 should be...
Thabo Sefolosha: He can start at the 2, and he can play D. He's got a shot, but won't be a #1 or 2 scoring option, so some spot shooting is fine. Add a 2nd rounder and a young C/F that makes under $1M, and see what happens.
Jennings / Bynum / Siva
Sefolosha / KCP
Smith / Singler / Datome
Monroe / Jerebko / Mitchell
Drummond
Some 6'11" guy and a 2nd round pick to fill the bench

Obviously there's a few things that need to be sorted out with Dumars, but i think there's a good chance Smith is gone after the season, so that would change who we target in FA.
Too early to tell.

Priority #1 - Hire a successful coach. Overpay to get one. Find a coach that can work with/motivate Jennings and Smith. Gores has already said he has done many more larger transactions than buying the Pistons so money for a coach should not be a problem. Then find the best coach possible and pay whatever it takes. Even offer a coach/GM position if you insist on not having Joe D back. One of the Van Gundys off the top of my head.
Next:never talk to Stuckey, CV, Billiups or Jerebko ever again. Thanks for the memories, bye.... I'd like to wave goodbye to Datome as well but he is still under contract. Only sign Monroe if he has a reasonable asking price. Otherwise let his contract play out next year or try to move him if possible.

We will, and we can afford it.
The players already under contract next year (9 of them) make just short of $42M
-Jerebko would be stupid to opt out so add another $4.5M ($46.5)
-We will definitely have a 2nd rounder, who will make about $500K ($47M)
-Now even if Monroe forces a $15M/yr deal (hope not), that leaves us with 12 players making $62M
-Leaving us about $13M to add 2-3 players

This. After that we need to focus on a 2, a back-up 3, and a back-up 4.

The market is dry for quality wings- unless you want to severely overpay Lance Stephenson. Also, as Dumars is still the incumbent GM, he's the last person on Earth I'd trust with cap space.
I see the biggest opportunities for change coming in the form of trades- preferably ones that jettison Jennings and Smith out of town.

Several of your assumptions here are incorrect. For one, the $42M already includes Jerebko's $4.5M (Sites always includes player options in the team salary totals). For two, 2nd-round picks are not guaranteed contracts so we may or may not have that small salary on the books (though I agree it is likely given our cap situation). Three, the salary cap is $58.5M, not $75M as you seem to think it is. So if we give Monroe $15M than we have no cap room left and have to use exceptions to sign more players. $71-72M is the luxury tax threshold.

Guys, your numbers are not taking into account the increase in the salary cap. Assuming we decline Billiups' team option, we'll have $39,677,875 in committed salary for next season. The cap is projected to increase to $62,100,000, leaving us $22,422,125 in cap space. Since we've got Monroe's Bird Rights we can go over the cap to resign him (I believe we've got a $10,000,000 cap hold for him), and we can go further over the cap to sign whatever rookies we have. The luxury tax only kicks in at $75,700,000. So in effect we've got a ton of cap space.
I'm hoping that we keep our pick, land a small forward, and spend our money on Kyle Lowry, and move Jennings to the bench. He'd greatly improve our defense at PG, and is a better shooter from deep too. If the guy we land in the draft can play defense and we start KCP, we could roll out an elite defensive squad with a good coach.
Lowry/Jennings/Bynum/Siva
KCP/scrubs
Draft Pick/Singler
Smith/Monroe/JJ/Mitchell
Drummond/Jorts

This. If they do plan to match any offer for Monroe and resign him, it will work in our favor in one aspect. By rule we have 1 week to match any offer for him, so we can use that week to spend all of our capspace on other FAs, and then go over to match Monroe's offer ana have both.
Also, if we can dump Jerebko, Bynum, and Datome's small expiring contracts as well as not pickup Billups option, that could add potentially 10 mil more in space.
There's also a chance Jerebko is fed up with not playing and doesn't use his player option, so that he can sign a bigger deal for more money elsewhere and get more PT.
There's potential here capwise for us to make some major offseason changes/additions to this roster

That's where I got $75M from, the tax threshold. Whoops.

By what source? The cap has rose by less than $1M in the last five years
combined. The odds of it going up $3.5M this summer are very slim unless you have some other source. And where did you get your salary cap number? Did you inflate it by $3.5M as well?
You are right that we can go over the cap to sign Monroe but that assumes that we can sign Lowry, or whoever our free agent target is, before we resign Monroe. We can't sign Monroe and go over the cap to sign someone else so it has to be in that order. And because Monroe is a RFA, any other team can make him an offer and put us on a three-day clock to match.
I guess what I am saying is your plan is not a solid one.

Still wrong, because Monroe cannot possibly get a 15 million dollar contract. If the cap stays roughly the same like it did this year, his contract will start at around 13.8 million.
Secondly, we have 42 million in contracts, but we do not have to keep billups who has a team option for next year for 2.5 million. Presumably this will be declined and Billups will move into a Front office role. In such a world, we then have 39.5 million as our signed players. Next we have cap holds for all our FAs and Monroe. CV and Stuckey have cap holds of 130% of their previous salary. Until we waive their bird rights, they will count for a total of 22.1 million as holds on our cap, bringing us to 61.7 million, and over the cap. Then we have to factor in Monroe's cap hold, which is 200% of his previous salary, or roughly 8 million dollars. So unless we waive their rights, we have roughly 69.7 million as our "cap situation."
Of course, waiving stuckey and CV seem like the obvious choices immediately, so we do that and we have 47.6 million as our cap hold out of the gate for FAs. Thus we are below the cap by roughly 10 million dollars. Lo and behold, and as I have already said in my own thread explaining all of this, we do have 10 million dollars in cap space to work with this summer, until Monroe signs another contract. If Monroe signs a deal with another team for his max, that will take roughly 6 million dollars of our cap space away. Working with Monroe to have him not sign a max contract prior to us using the 10 million will likely be crucial for bringing in other FAs or facilitating moves.
There are ways in which we can even go out and sign a max contract to someone like Hayward or Stephenson, or spending a large amount of money (not the max because the max goes up after being in the league for six years) on other FAs like Lowry. These, however, require trading away Jerebko's expiring deal and taking nothing back in return.
Finally, having our first round pick this year, or second round pick this year, will only hinder FA acquisitions. An 8th and a second round pick will eat up roughly 3 of our ten million. A first through third pick will eat up roughly 4.5-5 million.
At the end of the day, it is far more likely that Monroe signs his big contract as soon as possible because, why wouldn't he? It is also most likely that we will not, in fact, have any cap space this summer.
