How does the Qualifying Offer work?

how soon after Monroe signs the QO can we trade him? Is it standard FA rules where you can't trade anyone until December? or can he be traded sooner? I understand he can veto any trade he doesn't like. Are there any other restrictions?
Monroe to Atlanta at the QO for Payne would be a great deal. Or any sign and trade for Payne would be nice. We'd clear so much cap space and gain a prospect who can fit perfectly.

I've always wondered how it worked as well. Never really cared enough to ask or research it though...

Pretty sure they get a no trade clause. So it gets a lot harder to send him anywhere for assets, more chance to lose him for nothing. As far as when since we retain his rights I think it's Jan 15th or 3 months after he signs, whichever ends up being later.

If Monroe is traded on the QO the team loses Bird rights so they have to be under the cap next season to keep him and they cant extend him. So Atlanta and Philly are the only places you can trade him to.
