Tonight Game?

I saw a blocking foul turned into a offensive charge there at the end of the second half, I've never really seen that, I've only seen out of bound calls changed, is that something that's allowed. I mean Tayshaun was at the line ready to shoot and who ever that player was, Dooling? was yelling at the referees and no technical called? Is that allowed?
