Steve Smith, and it's not even remotely close. Just look at his 2005 season alone, much better than any season for Roddy White. In terms of career it's an even bigger advantage for Smith. Another underrated factor is that White has been catching balls from Matt Ryan during his peak seasons while Smith was carrying Jake Delhomme. By the time Cam Newton came around Smitty was already on the downside of his career, but still surprisingly productive.

In all honesty Steve Smith should be a Hall of Famer. I'm sure he won't be, barring some miraculous Super Bowl run by Baltimore in which he makes a big impact, but that's more due to where he played than how he played. I think his performance this year is really opening people's eyes about how good he has always been.
