Drafting for need

Steelers drafting Terrell Edmunds over many better prospects.
Browns drafting Austin Corbett over Will Hernandez and Nick Chubb over better prospects like Dallas Goedert. They weren't desperate for a running back either.
Colts drafting Darius Leonard and Braden Smith over better prospects.

Just a few examples. Teams frequently change management, but many of them continue drafting for need over BPA over and over again. Why do you think this happens so often?

That didn't age real well.
