Lets say that there is an Offensive Guard that is Ranked around 60th overall in his postion, but the only reason because he is so low is that he is in a school with a bad team. Do you think there is any chance that he would get a good look by scouts?

scouts and teams can usually tell when a player has talent and he may be drafted in the lower rounds unless he's just an absolute monster.

larry allen was a 2nd rounder out of sonoma state, i couldnt tell you where that is but for sure scouts had to have seen something about him to know he could complete maul the opposing linemen and had great tools and fundamentals.

Things sort of work out if you're a really good player. Steve McNair, who was a QB from Alcorn State (used to be Div I-AA) got drafted by the Oilers/Titans in the first round of the 95 Draft.

There's also combines and many College pro-days that, there's almost no stone unturned for College Football talent.
