No.
They are on the rise though with Washington, UCLA improving and Oregon being Oregon. Other schools are solid as well.
They are easily #2 IMO.

Stanford has much better than "a puncher's chance" against the top SEC teams, as does Oregon.
Who are the top 5 SEC teams? Bama, Georgia, A&M, LSU, SC?
Bama would be favored over Stanford and Oregon, but the result isn't a foregone conclusion as it seems like you're suggesting. As for the other four, I would favor Stanford and Oregon over them. Even if you disagree, the games would still be very competitive.
To answer the original question, I think it's quite clear and obvious that
1. SEC
2. PAC-12

we know the story with oregon, every year they run circles around weak ooc and pac12 defenses then crap the bed against any athletic stout defense, they are not beating any top sec teams. pac12 isn't clearly #2 either, i would go with acc personally.

The only game in the past three seasons where Oregon has "crapped the bed" was the game against LSU. Every other loss in that time period was by a single field goal. It's incredibly disingenuous to suggest that Stanford only stands a "puncher's chance" and not even mention Oregon. The LSU game is the only thing to hang your hat on because losing by a field goal doesn't indicate some gaping chasm between the two teams.

At this point in the season, the BCS title game is literally up for grabs.
There is no single conference that is clearly better than any other, although that may change as the season wears on.

we've been through this before, stanford held them to 14, auburn held them to 19, boise held them to 8, ohio state held them to 17 and lsu held them to 13 before game was out of reach. their gimmick offense might get them by in pac12 but ain't flying against tough physical teams, certainly not against sec teams. oregon has been dominating pac12 for awhile now and they are shooting .500 in bcs games? there is a reason for that.
stanford just matches up better against sec teams, big linemen and one of the best defensive front seven in the country, i would have my concerns about the experience level of their skill positions but good coaching and preparation for a single game might cover that up.

this year..One could easily argue that Stanford and Oregon are better than Alabama and Georgia,
UCLA = LSU and Washington = TexAM. Florida and South Carolina and maybe Mizzou better than the rest of the Pac 12.
ASU, Arizona, OSU, Utah, USC probably better than the remaining sec teams. WSU and Auburn played a close game at Auburn. MSU and Ole Miss have more talent but under perform. Tennessee = Colorado and Cal is on par with Vandy...better than Kentucky

to clarify...I am talking about this season...not the last 4 seasons.

Auburn barely managed to beat WSU at home....not really top 25 caliber.

wouldn't surprise me if wsu ends up being the 4th best team in pac12, it is saying something when 8th ranked team in one conference beats the 4th best in other.

Will see how they fair today..realistically i don't see any more wins on their schedule. I have the Pac-12 like this

9. Arizona
10. WSU
11. Colorado
12. Cal

seems to me Oregon is better than these 3 ACC teams, Stan, UCLA, UW would all be in the mix with them. the next 5 Pac-12 teams all better than the rest of the ACC.
