I think 17m is where he should be. For him to be at 25m means they might be dumping other player salaries rather than using them in trades for players that can help the team. But yeah, the decision might be based on feelings.

My guess is that part of the Kerr negotiation was bringing Klay back. Not an open checkbook, but I bet they agreed to leave the 2/48 on the table.
