Yes, but to be clear, using Early Bird rights requires a minimum of two guaranteed seasons (the 2nd can be a player option).

Would be great if they could entice him with a 2-3 year contract even though at a lower yearly rate.

Curry / Poole / new player
Klay / GPII / Lee
Wiggins / Moody / new player
Dray / Kuminga / new player
Looney / Wiseman / new player

Iguodala is signed as an assistant coach. OPJ get more money elsewhere.
GPII and Looney re-sign for a team friendly deal, but get a raise.
Lee re-signs for the minimum, he's Steph's bro and he's ok as a end of the bench player.

We probably fill one roster spot with #28, one of the 2-way spots with Weatherspoon and the other 2-way spot is decided between the two 2nd round pick in Summer League/training camp. Unless we trade the picks or draft-and-stash.
#28 could also be traded for another player, but I'm not sure how we'd match salary. Probably we'd have to draft for the other team and trade after the player is signed. It seems rather unlikely tbh.

Btw, this leaves us with 3 open roster spots, for ring chasers.
Considering we could use a point guard a big and a wing, I'd consider these players:
PGs: Elfrid Payton, Austin Rivers, Raul Neto, Goran Dragic, Tomas Satoranksy
SFs: Ben McLemore, Danuel House, Rodney Hood
Bigs: Markieff Morris, Tristan Thompson, Bismack Biyombo, Isiah Hartenstein, Dewayne Dedmon, Gorgui Dieng

Yes, I know what you are thinking, they almost all suck.
I'd be happy with Rivers, McLemore (at least he can shoot) and either Biyombo or re-sign Bjelica.

If Lee, JTA, and Bjelica are fine taking the vet minimum with no promise of minutes, then GS would probably re-sign all of them. The free agent market for players around the vet minimum range is abysmal. Would rather take players who already know the system.

You bring Iggy back as an assistant and you sign GP2 and Looney to new contracts with slight increases. If Porter, Lee, JTA & Beli are willing to take vet minimums with no guarantee of minutes like others have said, I would bring them back as well.

With Moody, Kuminga, and Wiseman back and playing regular rotation minutes, there really is no need to sign anyone other than maybe a true back up point and maybe a low-cost, g-league big.

I look for Jessup to get a two-way, unless he really stands out and makes it to the roster.
