They needed another WR but not that badly. This could cause a lot of internal problems for the Cowboys as well, especially with Romo out for a month. Should be interesting, high risk high reward type of deal.

The Cowboys weren't hurting for offensive weapons to begin with. This doesn't address any problems they had, and it's an absolute ton to pay for a 2/3rds season rental of Williams. I mean he's a UFA at the end of the season, they could have just signed him next year without giving up 3 picks.

I don't think it's a bad thing that they are preparing to move away from him. He's already lost a step this year and isn't getting as good of separation. He's got maybe one year left at very high level (and maybe not), but after that he's done. The thing with TO is that he doesn't have great hands, so as his athletic ability fades his usefulness fades too. He's not like Jerry Rice who could hang on forever due to outstanding hands and route running.
