If I'm a QB in the NFL the 4 positions that matter most to my success are LT, RT, #1 WR, and TE.
In particular, you need tackles that can block a good pass rusher one-on-one. A WR that you can throw to when in man-to-man coverage. And a TE that can get down field and beat linebackers in coverage.
If you look at the Cutler era it's hard to imagine a team consistently putting less talent on the field at those positions.
Obviously #1 WR is locked-in now.
Can the Bears fill 2 of the other 3 positions with above-average NFL talent for 2013?

Right now,
I would rank the urgency of those positions as-
1. TE
2.RT/LT
Only because the protection actually became adequate at points last year.
Can't say the same for the TE position.

MOBILE, Ala. – Bruce Arians viewed quarterback Jay Cutler as an asset when he interviewed for the Bears coaching vacancy.
The runner-up to Marc Trestman in Chicago, Arians landed safely as the head coach of the Arizona Cardinals.
But Arians harbored no resentment toward the Bears, even hugging general manager Phil Emery in the parking lot outside Ladd-Peebles Stadium after a Senior Bowl practice Monday.
Asked about what appealed to him about the Bears job, Arians told the Sun-Times, “I think the big thing was my meeting with Phil Emery.
“We have a lot in common. I thought it was going to be a really good working relationship.”
A very close second, though, was the presence of Cutler, who Arians specifically requested a visit with.
“We talked for an hour and a half, I felt really comfortable with Jay,” Arians said. “Of the guys I’ve met in a long time, [Cutler] wants to win, and he wants to do whatever it takes to win. He’s willing to put in the time.
“I asked him about the commitment to learn, and he wants to win, and he’ll do anything. He’s as talented as anybody in the league, and he’s more than committed to make sure that gets done.”
The likely Associated Press Coach of the Year, the Indianapolis Colts offensive coordinator stepped in as interim head coach last season when Chuck Pagano was battling leukemia. The Colts, 2-14 in 2011, finished 11-5 with Arians leading the way, bolstering his reputation as a developer of quarterbacks and receivers, most notably Peyton Manning, Ben Roethlisberger, Plaxico Burress and Andrew Luck.
Arians was aware of the different criticisms of Cutler, but he wasn’t concerned about any of that.
“There’s no doubt,” Arians said of Cutler, “he was the type of leader I wanted on offense to get it done.”

I don't understand why everyone keeps on talking about TE. Besides the Falcons and the Patriots, how many offenses in the NFL use TE a lot?
Cutler is always going to look to Marshall first, so we need an offensive line that can hold off the pass rush, and an offensive line that can help us establish the run. That is a million times more important than getting a TE.
Jay has been sacked more than any other QB since coming to the Bears.



And getting one or two guys for the o-line isn't going to make it great. We're not going to go from substantially below-average to great from getting one guy with one of our draft picks and one guy in free agency that no one else will pay more money. If we want an above average offensive line, we're going to have to devote our resources to getting better offensive linemen.

NE, Atl, NOR, GB (although Finley had a down year) all use TE a lot. The best offenses build around forcing defenses to choose to defend the run or the pass. To do that you need be able to play power running football and vertical passing football with the same personal group. This is exactly why V. Davis just eviscerated Atlanta. I would add there is a big difference between building a NE-style TE-focused offense, and what the Bears have, which is the least effective TEs in the league. Teams ignored K. Davis all year, and he was able to get about 1 reception a game.

I general I don't think elite guards/centers make their money in the passing game. I think they make their money in the running game. I'd also say our interior line is decent. Lance Luis and Garza are solid. Spencer/Rachel aren't great, but they are adequate.
I think 1 good LT would make a big difference. Let Cameri and Webb complete for RT.
The trickle down effect would be big.
