Other than what is outlined specifically with Melton above,
You Can:
* Cut additional players from your roster who are not free agents during this week to save cap money. (ex: You can cut Julius Peppers or any other player under contract)
You Cannot:
1. Cut players you resigned in Round 1 (ex: If you resigned Brian Urlacher or Kellen Davis, you cannot cut them now)
2. Sign players you decided not to sign in Round 1

Round 2 will have wrinkles from last year. Namely, you will be able to sign restricted free agents.
The Restricted free agent rules will be as follows.
First, you can sign a player based off his (or her - in the case of the Lions, Packers or Vikings) star level, just as in Round 1. However, in addition to the contract, you will have to pay draft pick compensation based on how the real world restricted free agent was designated by his (or her) team as follows:
1. Right of First Refusal Only. No compensation is applied to the original team if another team signs this player to an offer sheet.
Right of First Refusal and Draft Selection at Player’s Original Draft Round: If the restricted free agent entered the league in the sixth round of the NFL draft, the original team receives a six in the next NFL draft from the new team.
Right of First Refusal, One Second Round Draft Selection: No matter how the restricted free agent entered the NFL, the original team receives a second-round pick from the new team if said new team signs the player to an offer sheet that the original team isn't willing to match.
Right of First Refusal, One First Round Draft Selection: No matter how the restricted free agent entered the NFL, the original team receives a first-round pick from the new team if said new team signs the player to an offer sheet that the original team isn't willing to match.
Assume no teams will match your offers.
Once again, you can cut additional players you currently have under contract, other than those free agents you just signed in Round 1.
