Bears Superbowl Game (RULES ONLY-DON'T POST YOUR RESULTS)

[EDITS/UPDATES IN RED]
Here's an attempt at a game for the board to take us through this time until the combine. It's the Bears Super Bowl Game. How to play?
You've just been picked as the Bears new GM. You have $32 million to spend under the cap ($20m for 2012 and $12m carry forward from 2011). Your goal is the Superbowl next season (2012/13) without killing the future of the team (you dont want to have to blow the team up in 2014).
You have the following free agent decisions to make on your roster:
Matt Forte: $7.7 m franchise price tag - if you sign him to a contract consider his cost against the cap at $9m
Barber and Omiyale are owed $1.9 and $1.8 mil respectively. If cut, their money is added to your cap space. If not, your cap space remains unchanged.
Kahlil Bell, Corey Graham, Israel Idonije, Tim Jennings, Amobi Okoye, Josh McCown, Craig Steltz, Corey Graham, CB, Kellen Davis, Brandon Meriweather, Zackary Bowman, Caleb Hanie and Roy Williams: Assume resigning any of these reduces your cap by the free agent amounts/salary ratios listed below.
Rules:
List the specific moves you will make to get the Bears to the Super Bowl in 2013 with: 1) your own free agents (resigning & releases) 2) specific signings in free agents off the open market and 3) Specific draft pick at #19 in the 1st round and general position picks for rounds 2-4. For the first round, assume this draft order: http://espn.go.com/nfl/draft from Scounts Inc (with players rising or dropping up to 8 spots).
Assume no draft pick nor any other trades.
For free agent signings on the open market, use this list of free agents: http://walterfootball.com/freeagents.php
Marquee Free Agent signings cost this:
Quarterback: $14.4 million
Running back: $7.7 million
Wide receiver: $9.4 million
Tight end: $5.4 million
Offensive line: $9.4 million
Defensive end: $10.6 million
Defensive tackle: $7.9 million
Linebacker: $8.8 million
Cornerback: $10.6 million
Safety: $6.2 million
5 stars free agents get the listed "Franchise" number above, then 75% at 4-4.5 stars, 50% at 3-3.5 stars, 25% at 2-2.5 stars, 15% at 1.5 stars and $1M for all 1 star players. Restricted Free agents are not eligible, otherwise assume every other free agent has the Bears as their first choice.
The goal is to get the Bears to the Superbowl in the fewest moves possible. After we have enough submissions, we'll figure out a way to vote for a winner. Any posts that just say negative things about the Bears not being able to make the Superbowl will be removed and placed in the Bears Rant Thread. I'm thinking that the winner gets a sticky thread to use as they see fit. (ie. BIGGIE's 2012 Sticky Rant Thread)
I'm going to do this by rounds in different posts. So you will post your own Free Agent signings in the first thread, Free market free agents in the second, and draft picks in the 3rd round. Once you post in a following round you cannot revise/edit previous rounds.
