Brooks won't get Martin's 10-12m.
He should get about 3.5-6 (how likely he accepts less than Lowry? Not very.), but could easily command 6.5-9.
Remember, he IS already 26, and will be 27 in FA

I think Brooks on the open market is easily worth 9 million+.

If he was a free agent this summer, i wouldn't be suprised if he got like a 5 year 55 million contract. 11mil per.

he gets a lot of FT attempts and is an 86% career foul shooter. what's not to like?

I would trade Martin for Melo rather than Brooks. I think the Rockets have the best pt. guard tandem of Brooks/Lowry. It will be hard for any team to stop them. Martin plays no D and we can make up the scoring he provides with Melo obviously. I also am concerned with Martin's injury history. Also, besides scoring, Courtney Lee can provide the defense for shooting guards, so if the Rockets play Kobe, etc. he can defend them better. He also defends the 1s too. A very versatile player.

If the Rockets do trade for Melo and JR Smith, i think the Nuggets will agree should they give up Martin plus Jeffries(expiring), 6.3 mil trade exception, Budinger and two high 1st round picks(from Knicks).

why would Houston give him an extension if they know the salary will drop?
he's restricted we can match anything
no team will give him the max

The point is to minimize the chances of him testing the open market, if his asking price is higher than our projected price then we'll let the market dictate his price.

Teams with cap space that need a PG
-Kings
-Bobcats
-Raptors
-Cavaliers
-Pacers to a certain extent

Incentives for him to sign an extension?
-Uncertainty of new CBA
-Those other teams aren't contenders

Under the new CBA, he may not get 8-9 million. The team would be smarter to just wait and see what they will have to pay under the new agreement. What's the rush from their perspective anyway? He's under contract, so he won't be getting any offers until after the CBA is worked out. Even then, the Rockets still hold his rights.
