Didnt read the article. TL:DR

But just glancing over the various charts, is he saying Carmelo has poor efficiency because he's a chucker with bad shot selection? He takes 61% of contested shots?

Volume wasn't mentioned, but 61% of his shots are contested, which translates into 'bad shot selection' yeah.

Kevin Martin has a "great pump fake" btw :-)
