lets say team A gives an offer to a restricted free agent player on team B. the team B can match the offer, so lets say they do. can the team A counteroffer the player another higher offer or they just limited to one offer? what is the rule on this.

Just one offer.

If player X from team Y signs an offer sheet from team Z, then player X may not sign another offer sheet. He'll either go to team Z for the offer sheet he signed or stay with team Y for the very same amount of money he would have gotten from team Z.

The parameters of (restricted) free agency of course could change with a new CBA, but I don't see why they'd enable teams to make multiple offers.
It'd end in a bidding war, which is obviously something the owners would not be interested in.

Didn't last year some team offered Scola a contract and then the Rockets matched it? How come this year, the Grizz offered Gasol a contract first? I thought it would be where the non current team would offer him a contract and then the Grizz could either match or not match. Just wondering why it was the opposite.
