I'm curious. What exactly is it that classifies someone as this?

Below are the answers I've seen so far.

is afraid to make any moves at all.

bad one keep giving out bad contract and do bad trade and make his team the worst (tanking) end up with high pick and draft a good player and save the franchise
is this good or bad gm?
you can't judge until you see how Lin turn out
many think McGrady Orlando contract is a bad one at that time
right now it's too early to judge

I thought the question was in general... not necessarily about Morey.

IMO there are what 4 aspects to this title.
Judging Potential
Judging Current Ability
Recruiting
Salary Management

Maybe rank GMs out of a scale-5 for each category, lowest score claims title of "Worst GM in the NBA"

It is actually simpler than that. Is your name David Kohn?

It was a general question. I already have my own opinion, just wanted to give the uproar a firmer voice.

But how many 8 figure per year deals are they going to sign? They just screwed themselves out of getting any other FA superstars for the foreseeable future. That's big for them, because they would actually be a highly targeted FA destination. It's not like they're a contending team as they stand. I would put them on par with the Knicks. Good enough to make the playoffs for sure, but definitely not good enough to beat CHI or MIA.

I mean, c'mon, Gerald Wallace for the #6 pick???? They could have easily drafted a Harrison Barnes, T. Ross, MKG, Austin Rivers, J. Lamb, or Drummond for PENNIES on the dollar, for a longer contract, and still have upside to look forward to. I just don't know what that guy's thinking.

IMO the team that keep getting mid teens in the draft is by far worst than the GM who wants to rebuild from the ground up. John Hammond is a great example of a terrible GM always trying to compete for the 8th seed instead of rebuilding.
