none of them really support flash
your best bet is surface pro
which actually run the full windows 8 version

The short answer is no, unless you want to run unsupported stuff.
The long answer is, if you run your own android rom, you can side load the flash apk and run it under the dolphin hd browser available on the app store. But you're not going to get it out of the box, you will void your warranty on the device, and it's probably not worth it to you.

you might as well buy an ultrabook with a touchscreen or detachable keyboard...
