8 Teams Remain Below 2018/19 Salary Floor. Here comes Ryan Anderson!!

2018/19 Salary Floor is at $90 million. Cap is at $101 million.

Kings, Hawks, Magic and Bulls are not interested in Ryan's contract at all because they are dumping for top 5 picks. They can easily sign draft picks and young players to meet the team minimum salary. Rockets have talked to these 4 teams before February deadline, they got rejected.

76ers and Lakers are seeking for "big Fish". They are not interested in Ryan.

Rockets will focus on the following 2 teams:

Nets: They want to make the playoffs so badly.

Mavs: It seems that superstar and Mavs don't like each other this summer. They need to meet minimum team salary.

The Nets aren't really below the salary floor because you need to count empty roster spots, even if they all sign vet minimum guys it's still going to be 800k x 5 spots which is 4m, so if they sign anyone that's not a rookie minimum it's basically 90m already.

That said, I think a Anderson to Brk trade seems plausible, though the deal is probably more in the range of Anderson + next year first for Carroll. so the Rockets achieve some salary reduction, gets out of one year of Anderson and get back a guy that might help them a bit in Carroll.
