It is a hint, and it's already been done. We only offered him a one year deal, it's clear we had no intentions of signing him either.

So what if FA's can't sign w/other teams until July 8?
All anybody can do is agree to an agreement.

There are a few contracts that you CAN actually sign during the Moratorium. The only one applicable to Artest would be a one or two year minimum salary contract. So he could have signed one of those. I don't see why he would, but if anyone is crazy enough to do something like that when he could still be getting millions of dollars per year, Artest is.
