The tax level for the 2009-10 season has been set at $69.92 million
The mid-level exception is $5.854 million for the 2009-10 season
The minimum team salary, which is set at 75% of the Salary Cap, is $43.275 million.
No surprise here. If the economy does not pick up, the numbers will be smaller next season.

Interesting. That's about the size of a decrease as predicted. I'm guessing that next season will see a much bigger drop (right in time for the coveted 2010 class).
So, how soon before we see teams talking about structuring their rosters and financial obligations to maximize their ability to sign players from the 2011 class? I'm thinking that the 2010 well will not be as fruitful as many teams are thinking...desperately hoping in some cases.

Looking at Rockets' perspective for the 2010-2011 season:
If the cap is indeed $50.4, the max deal will be ard $15.1 (30% of cap). Rockets currently have ard $35 million commitment for 2010-2011 season and holding the rights for Brooks, Lowry, Hayes. So if cap is $50.4 million, Rockets can only sign a Max deal if they renounce their rights of Brooks, Lowry, and Hayes. Though they can be resigned as rockets provided their total salary do not execeed MLE.

A significant drop for the luxury-tax threshold is also projected going into the summer of 2010. If basketball-related income (BRI) drops by 2.5 percent in 2009-10, league officials are projecting a 2010-11 salary cap of $53.6 million and a luxury-tax line of $65 million.
If BRI, as it is referred to in the NBA, decreases by 5 percent, teams would be looking at a $50.4 million salary cap and a luxury-tax line of $61.2 million in 2010-11.

A cap of $50.4mil will prevent the Rockets from signing a top FA unless Yao opts out and the Rockets renounce him.
One,while a max contract is 25% of salary cap,an established player cannot be forced to take a lower salary to fit cap,he can only get some 10.5% above what he makes.(James,Wade and Bosh could sign for some $16.5+mil,not the $12.5mil the cap otherwise limits.) But a team has to have cap room to sign that max contract.
Second,if a team doesn't have 12 players under contract,there is a roster charge added for each player under 12. The MLE is an exception-it counts towards the cap unless the team renounces it. Same w/the 2yr exception and all unsigned First Rd picks.
Brooks,Scola,Battier,Ariza and Yao come to some $35mil in salary. If the team renounced EVERYBODY else they'd still get stuck w/salary charges and end up having some $39mil in assigned salary,leaving just $11mil+ and rookie,vet mins to sign 8 players.

You are right that without any further changes Rockets won't be able to outright sign a Max deal player in 2010-2011. Raptors just shown a few ways to sign a good player without renouncing their rights and keeping their MLE, LLE. Morey will have to find some good trade partners and help him out to sign a Max deal player.
By the way, max deal for Lebron/Wade/Bosh is 30% (not 25%) of the Salary cap for the number of years they played in the league. The 25% is for those just completed from their rookie salary.

since ariza is your SF for the future, do you think morey would consider trading battier to the orlando for the TPE? that'd clear more cap space for you.

I see Battier's value more than his salary indicates => battier's value is higher than the value of the TPE. And you can't combine TPE with another player to trade later unlike the possibility to add another player with Battier for a player with higher salary.
