For those wondering -- and I can't believe you are -- Packers were AHEAD of Titans on waiver claim list. So they passed on Moss. Shocker.

We were 20th in waiver claim priority, apparently the Titans were the only team to put in a claim on Moss.

I wanted him but I don't blame TT; there's obviously a lot of rational arguments that defend not picking him up. Even if he wasn't a locker room issue, its always tough incorporating a new WR into a system (especially the Packers system which is apparently very complicated) mid-way through the season.
