This essentially allows him to block any trade he doesn't like by threatening to retire. Packers can play hardball and force his hand on this but I don't think anyone wants a huge ugly mess this off-season.
If Rodgers wants to come back to the pack they will let him and if he doesn't I think they'll work with him to get him where he wants to go.
Last off-season was the packs chance to trade him with leverage. This off-season not so much, but that was the trade off for getting him to report to camp this summer.

You really think Rodgers is going to walk away from what $40m and 'retire' in one of his last chances as an elite QB? I dont, but could see him being a dick and threaten to hold out all pre-season
He'd be walking away from $26M in base salary but keeping the 16m in prorated signing bonus that you would typically have to pay back had they not reworked his contact last year.
I don't think Rodgers actually wants to retire but if he doesn't get his way it wouldn't shock me if he did. And no team is trading anything of value for him unless they know he's going to show up.
Both sides have some leverage here but I do believe Aaron will ultimately get to play where he wants next year.

Life should not be a journey to the grave with the intention of arriving safely in a pretty and well preserved body, but rather to skid in broadside in a cloud of smoke, thoroughly used up, totally worn out, and loudly proclaiming Wow! What a Ride!-H.S.T.
