I think if a team calls a timeout at the last second and the opposing special teams is in the middle of snapping the ball fine they should be allowed to continue their "practice kick."

But when you call the timeout and the team knows it but intentionally snaps the ball like that to kick it that should be a delay of game type of penalty. Worked in our favor but still shouldn't be allowed.
