Why Was Hanie Allowed to play??

I thought it was interesting on Sunday that not only did the Bears elect to go to their number 3 QB, but that he was actually active for the game. The packers never activate graham since rodgers has come back and before Rodgers went out we didn't even have 3 QB's on our 53 man roster.

So I found this today

Listing Hanie on the inactive list, so my question is why was he allowed to play?
I've also wondered why Graham Harrell actually dresses for games when he is on the inactive list. Maybe theirs a rule i'm missing.

The third quarterback is never considered "active". He is the emergency QB and if he goes into the game before the fourth quarter, as happened yesterday, then QB #1 and #2 cannot reenter the game.

Rule is that there's a designated 46th player who can be activated but the player(s) he replaces can't come back in the game unless the game is in the 4th quarter.

Whats the logic behind the 4th quarter? I never understood that one.
