Also, I know its a rule...i.e. if arm is going forward b4 the ball lost, incomplete.

The rule is wrong.

The QB releases the ball much later than when the arm is going forward. It just doesn't make sense.

I normally want the young kid to play QB. But when you are missing wide open WRs and sometimes when you do see him your throw sucks. Mertz is just not the right QB.

I also thought he could run. He sucks in the pocket. Just put in Coan.
