No its not. Ignore the belligerent numb-nuts.
For me its not a simple answer.
I like many things TT has chosen to do but its frustrating because he stops just short of being brilliant. He seems just a little too timid as evidenced by the Brett and Moss situtations. And was too inflexible with Walker. OR maybe it was just poor communication with all 3. Anyway he seems to have learned more flexibility as seen with Al Harris.
TT has gotta get better at some things (communication, negoatiation, etc) to be more than a decent GM who is better than average in draft and rise to beomming a shrewd fully skilled GM.
In my ideal scene there would have had to be no choice - TT would have done most everything he has done (except resign Franks for that much - but everyone's allowed a mistake or two) and agree with his not signing any overpriced FAs this year. But I would have done a few more things that he didn't. One being trading for Moss OR Jackson. Maybe would have resigned Green for same amount as Houston but for 1 year less? Green might have bit to stay in GB? And still drafted Jackson.
Far less important - In draft Harrell may turn out great but I would have traded down - gotten an extra 2nd - and taken Olsen - and taken DT tank tyler later on. But that's not a big deal.
Overall TTs OK - just wish he could have seen he could have done just a little more to win now and not sacrifice the future at all.
NOW IMO - its too late for either route. Moss is with Pats so our best shot at cheap impact player is gone and there are none others (screw Keyshawn). Mini camps have started so teams are less likely to add a QB who has to start from scratch. Situation developed that ended with Brett saying he wants to stay so it would be tough for either he or TT to make a move without looking bad.
Brett and TT are stuck with each other. However my resentment is that TT benefits and Brett gets screwed.
TT gets to protect ARod one more year and develop him slowly (he obvisously needs to) and let roster improve one more draft before starting - while letting Brett get ripped for trying too hard (M3 calls all the pass plays) with no support on O.
Sucks!
Does Brett deserve better = YES.
Does TT desreve to be fired = NO.
