This could have implications on the upcoming draft, as many were expecting an influx of underclassmen to declare in order to beat out the payscale. Maybe they still declare anyways, but it could impact some decisions. From ESPN via PFT via RealGM Wiretap:

ESPN's Chris Mortensen is reporting that the NFL will not implement a rookie wage scale until the 2012 season at the earliest.

The decision will likely have an impact on college football players that thought about declaring for the draft early to avoid the pending scale.

Mortensen made a plea to young players on Sunday morning.

"Do not listen to agents who are scaring you into a rookie wage scale or a rookie cap. ... Don't let agents deceive you and lie about this rookie wage scale and rookie cap that would affect you into coming out early."
