The Jaguars have been searching for cornerback help for a long time, but haven’t drafted the position in the first round since 1999. Ramsey has experience at safety and corner, but is better categorized as a versatile ballhawk.

I still think defensive line is our biggest weakness. Joey Bosa (DE - OSU) would be the ideal pick for me.

Joey Bosa is my number 1 as well, but I think chances are slim that he would fall that far.
Last week, both Gus Bradley and Dave Caldwell mentioned the need to find a FS for this team. Caldwell even said, he believed finding the right FS for their defensive scheme is just as important as finding a franchise QB. If Ramsey is there at 5, I think he is the pick. If you can add to the pass rush (along with Marks and Fowler coming back), it would greatly help the secondary. Also there is a belief that most of Cyprien's struggles at safety can be linked to not having a good FS next to him.
Jax's defense, like Seattle's, relies on a single high safety, and Josh Evans and Sergio Brown have not been able to handle that role. Place a guy like Ramsey back there and it opens up the door for Cyprien to play more of the enforcer role (like Chancellor in SEA), which was more his specialty coming out of college.
If those two are off the board, then I would look at Myles Jack (to take over at MLB), Tunsil (if he falls), or V.Hargreaves.

As fans I know we fall in love with the offensive picks. Ramsay would make a very solid addition to the team but I won't be surprised if they draft an offensive lineman to protect Blake with the top pick.

After watching Denver and Carolina's defense abuse their opponents, I can't help thinking how awesome it would be if Bosa fell to number 5. A defensive line of Fowler, Odrik, Miller, Bosa, and Marks would be tasty.

The Jags have needs almost everywhere, but I expect that their pick will be on the defensive side.
Fowler being healthy next year could make a huge difference for the entire defense.
I like Ramsey though if he's still there. I wouldn't expect Bosa will still be around.
And, of course, all early prognostications change once the combine stuff starts.

Keep an eye on Noah Spence. His stock is moving up, especially after a dominating senior bowl week. His on-the-field side is worthy of a top 10 pick, however it is off-the-field stuff that has teams worried. I am glad the Jags coached the Senior Bowl and go to be around him for a week to see if he really has changed himself for the better. At the moment my preference for the pick would be:
1: Joey Bosa
2: Jalen Ramsey
3a: Myles Jack
3b: Noah Spence
I fully expect Dave to open the checkbook up this offseason and bring in a good amount of FAs, so come draft time he could truly draft BAP.
