Any reason for the delay mentioned?

From what I have gathered, the way the CBA was set up the 3rd picks had a little bit of wiggle room in turns of negotiating where as the rest of the picks are pretty much slotted. A few weeks ago I saw a list of unsigned rookies and they were all the picks in the 60-70s.

Not sure why the CBA worked out that way though.
