''There are only two things that matter on offense -- how you take care of the football and how many points you score,'' Cameron said. ``It's not going to happen overnight, but it's just going to take some time, offensively, to get where we want.''

Indeed, the Dolphins made some serious additions in the past month. But perhaps even more telling about the future than any of the additions were many of the subtractions.

Miami added linebacker Joey Porter and re-signed defensive tackle Vonnie Holliday. Kicker Olindo Mare was replaced with Jay Feely. And the Dolphins picked up a solid fullback in Cory Schlesinger.

Then there were the losses. If each of the former Dolphins sent packing in the past month joined forces on the same field, they might be able to field a pretty decent offense.

Nonetheless, when it comes to Cameron and offensive production, decent just doesn't cut it.

''It's March,'' Cameron said. ``Do you know how easy it would be to come in here and give everybody a pep talk and get everybody all fired up? But we've got a lot of work to do.''

There's only one problem: Even in the waning days of free agency, many new vacancies on the roster remain empty. So far, the five departed offensive linemen have been replaced by only one (guard Chris Liwienski). And Ricky Williams -- if he even gets reinstated -- is the only legitimate backup running back on the roster after Sammy Morris and Travis Minor signed elsewhere.

That brings up a pressing question: with few free agents left to sign, what happens next? No reason for fear, Cameron said. It's part of the plan.

With more picks in the draft (and more flexibility) than each of the past two seasons, such a plan could actually work. With the salary cap in good shape and the roster ready for additions, Cameron and general manager Randy Mueller will have the chance to prove it.

''It's easy to get excited about free agency,'' Cameron said. ``But we're going to build this team through the draft.''

Samuel, the Patriots' franchise player, has watched other cornerbacks cash in this offseason. Nate Clements received an eight-year, $80 million deal from San Francisco, and Dre' Bly signed a five-year deal with Denver that included $16 million in bonuses and guarantees. Samuel has the right to negotiate with other teams, but the the price of acquiring him would be a pair of first-round picks.
